Is it possible to know the char for a hex code for a certain charset?

Using dump function I find the data store at the disk is "195,182".

Is it possible to know if the charset for the database is some type, what the char mapped by this code? such as
For UTf8 195,182 it is what
For US7ASCII, it is what
For WE8ISO8859P1, it is what
