failure to initialize timezone information

Hi,  

I have an Oracle 10g database hosted on windows 2003 server with 4GB RAM and 400 GB disk space.  

My problem is when I am trying to schedule backup job on this database, I am getting errors mentioned below.  

ORA-01804: failure to initialize timezone information

I am very much new to Oracle environment and clueless about the solution of above problem.  

Please help
