How to switch to British character set

This is probably an easy question but I'm having problem with it.

We have built a database to be used by UK side of our company. They have reported that when they enter british pound entered, Oracle converts it into a question mark. I'm trying to find out what parameter on DB level I should modify to fix that. I'm looking at nls_language and nls_territory but I can't modify them directly. Can anyone refer me to an article that explains that besides the manual?
