You didn't say, or I didn't catch, whether this is a web based or a client/server based application. In past jobs, where we had a client/server based application the data was pushed to each client and cached on their desktop when the table in question was this small. On web based applications we pushed the data to the application server.

Small snippets of data that are so heavily used should be stored as variables in the application or cookies in the client's browser or something. Theya re really part of the appllication, not the database.
