Portal styles not rendering

We have a weird problem that is beating Tech Support - so far Our styles in Portal 10 are ignored. They just stopped working on 14th feb.
In Apache logs there are loads of ORA-01804 errors - error reading nls parameters
The timing of these match attempts to display portal pages. As we use fixed pages this is not the end of the world at the moment but Builder pages look weird and throwing all those errors must slow it down.
Any Ideas?
