Optimizer cost as a function of tablespace block size

Hi List,
Reading Jonathan's book on optimizer. Trying to confirm his results, but no dice in this case ( and I know he is usually right ) on page 21, script tablescan_04.sql
His query cost is going down with bigger tablespace block size. My results are opposite for noworkload system statistics - query cost is going up with bigger ts block size.
I am on 10.2; he tested on 10.1 but it shouldn't make the difference.

Any ideas ?
