With according quoting it works in my setup:  >sqlplus scott@\"//col-fc3-02:1521/ORA102.world\"

SQL*Plus: Release 10.2.0.1.0 - Production on Thu Feb 9 15:27:27 2006

Enter password:

Connected to:
Oracle Database 10g Enterprise Edition Release 10.2.0.1.0 - Production With the Partitioning, Oracle Label Security, OLAP and Data Mining Scoring Engine options

Or, when connect from within sqlplus, double quotes must not be escaped:

oracle_at_col-fc3-02:~ >sqlplus /nolog

SQL*Plus: Release 10.2.0.1.0 - Production on Thu Feb 9 15:29:54 2006

idle> conn scott@"//col-fc3-02:1521/ORA102.world" Enter password:
Connected.
scott_at_ORA102>

Best regards
