Define "stale statistics".

As far as I am concerned there are two types of statistics - those that accurately, or adequately, describe the data in the table for the purpose of the optimizer - and those that don't. Freshly computed statistics can easily belong to the latter category while months or years old statistics can just as easily belong to the former.
