I don't think you can tell from an export. This information is usually kept in the inventory files.

You could try a hex dump of the first few block.

I received a 9207 db in the form of an export dump and was set up on a Windows server. How can you determine if any security patches have been

applied and, if they have been applied, what the last one was? The only
thing I saw on Metalink referred to if it was and Oracle Applications db

which this is not.
