I am getting the error above on anything I try to do. This is a newly created database. Also was able to import data from another database to it. Now everything gets this error. On Metalink it states to run the utlrp.sql script as sys. This did not correct the problem. I can query v$lock without getting an error, and I do not see a lock on the system.
