256 M of RAM?

That might be the minimum, but Oracle recommends a minimum of 512 M.

With 256, only 128 is going to apps (oracle).

The rest of the memory is coming from disk.

Are you sure you waited long enough for the installer to start? It takes a long time to start on a small server, much less a very low resource PC.
