Is your installation media downloaded from Technet? If so, you say that you've installed 9i on Windows before, but was it from that media? I've had problems in the past where setup.exe has failed to start but redownloading and reburning the media has produced a set of media that works.

Will setup.exe work on a different machine? That should narrow it down a bit as to whether it's the media or the PC that's to blame.

Are you getting any error messages?

Are you getting any thing? Do you get a splash screen then nothing? Does it give no indication of even starting up or do you get several seconds of disk activity then nothing?

Have you checked MetaLink Note 137200.1? And followed the instructions therein?
