You'll need to set your ORACLE_HOME as well, because Oracle uses a hash of the ORACLE_HOME and ORACLE_SID to connect. If one or the other is not set, you won't be connecting to the proper instance.

You can always check it with:

echo %ORACLE_HOME%
echo %ORACLE_SID%
