File exists error message with REUSE option

All,

Why am I getting "File exists" error message when I specified REUSE option.

Oracle 9.2.0.6, 2 Node RAC
Veritas Cluster file system
Solaris 9

SQL> alter tablespace temp add tempfile
'/u04/oradata/dgtest/temp01.dbf' size 50M REUSE; alter tablespace temp add tempfile '/u04/oradata/dgtest/temp01.dbf' size 50M REUSE
*
ERROR at line 1:

ORA-01119: error in creating database file '/u04/oradata/dgtest/temp01.dbf'
ORA-17502: ksfdcre:4 Failed to create file /u04/oradata/dgtest/temp01.dbf
ORA-17500: ODM err:ODM ERROR V-41-4-17 File exists

If I remove the file using OS command then it works fine.
