My understanding is that the content of the snapshot control file is worthless during recovery. As the database recovers it will build the snapshot and update the snapshot control file so that when the database is fully recovered the snapshot and the snapshot control file will also be recovered.

The recovery for a snapshot is to rebuild it.

I can imagine a scenario where you might use a snapshot control file in a cold backup restore but I would think that it's easier and safer to just let the snapshot rebuild.
