If you please, what version of Oracle and is the temp space created with a tempfile?

Hi everyone,

I am new in Oracle world.
Yesterday morning we restarted our production box. The database came up without any problems. But because of a message from NetIQ we realized that Oracle has a little(?) problem with temp datafile, it seems that Oracle Temp datafile is not available for write. OEM console does not report any problems, the datafile size is 500mg and used %0.
A NetIQ job (called "Oracle_TablespaceAvail") reports that 'An unknown Oracle error occurred'.
Using OEM console I offlined and onlined the datafile, I added a new Temp (temp2 500M) datafile, offlined 1st datafile for almost 3 hrs, no difference at all. I switched them to online and after 24 hrs, Used % or Used (M) of Temp datafile is still 0.

Questions:

1) Any idea why?
2) Is this a critical issue?
3) What is the solution?

Oracle 9.2.1.0
OEM 9.2.1.0
Windows 2000 Advanced server
