Sounds like your 3rd-party vendor has done a kludge to port from SQL Server or Sybase, and hasn't really got a clue about this sort of thing. Ask them for Oracle reference sites ... see what pain other people have experienced.

(And yes, I work for company that gets it right when porting :-) ).
