The tool between your ears. Ultimately you've got to interview the people in your office and figure out what their plans are. Then decide what data you need to capture over time to see what your current system is doing. Then correlate the two to predict the future. Some tools can automatically capture the data, but you will still be the one to figure out what it means in your situation.
