That will work until they download the Oracle Client software and re-install OEM.  

Do the people using that machine have an OEM account? Why can't you control it that way - have specific OEM accounts?

Yeah, delete it from that desktop. Also make sure the userid that individual uses does not have the appropriate priviledges.
