Since this is the online version I would assume most current. Still even on this link, says RAC is included with SE just not SEO....not bad, but that is a max of 4 CPU *total*...total of all nodes!

Also, I would assume all Oracle licensing is negotiable.

I too thought that RAC had once been advertised as "including RAC", but http://www.oracle.com/database/product_editions.html says different.
