This is just an FYI. Oracle 10.1.0.4.0 on Windows.

User A has all privileges necessary to flash back user B's tables.=20 Some of User B's tables are protected by a row-level security policy.=20 User A's attempt to flash back those tables fails with

ORA-08194: Flashback Table operation is not allowed on materialized views= =20

(Needless to say, these are not materialized views).=20

After removal of the RLS policies, User A was able to flash back all of User B's tables successfully.
