Interesting. What about the example schemas? Some of them use partitioning. Here is the output from a variation on Tim's query in a 9.2.0.4 database that has the example schemas installed but partitioning is not used otherwise.

SQL> select table_name, owner from dba_part_tables where owner not in ('SYS','SYSTEM','OUTLN');

TABLE_NAME                     OWNER
------------------------------ ------------------------------
COSTS                          SH
SALES                          SH
