Start reading the manual!

Using exception handlers correctly is CORE pl/sql.

If you don't understand how it works, you need to read up on it, then test your knowledge of it with experimental code on your own. If the manual doesn't explain it well enough, there are quite a few pl/sql books out there, I'm sure they all cover the exception handler mechanism.
