(Urgent Help-- do we really need the vip for the 10g rac to work

Hi Rac Gurus
Do we really need the vip for the 10g Rac to work Can u please let me know on this issue
we are facing a crazy issue here where the vip got locked out in one of the node and is not allowing it to be released even when the node which failed came up and wanted to acquire its vip

one of the errors is as below

2005-03-16 14:50:56.770: [MEMBERLEAVE:6108] Processing member leave for odspdb02, incarnation: 13 2005-03-16 15:31:34.211: [RESOURCE:6562] X_RES_Unavailable : Resource ora.odspdb02.vip is locked
