How do you compare two solutions

Hi, how do you compare two solutions
For example to procedures, or two soluctions like 10g new row migration method, vs moving to
another tablespace.

you don't compare, you use Tom Kyte's runstats, you use statspacs, etc.

I think to create a procedure based on statspacks.
