So, when you got EE licensed,I think Pro*C is included in that license. I can imagine though that Pro*C, just for use with the Oracle client and without having your own Oracle RDBMS license, requires separate licensing, altough Oracle doesn't charge for the Oracle client software separately, IIRC. The last thing I would do is to mislead the members of this list. I tried a search on tahiti.oracle.com with 'development tools license', as you suggested, but got no hits.
