Getting this error: "Failed to initialize OCR."



on this step: Creating file '<oraclehome>\cdata\localhost\local.ocr'



Windows 2003 Standard Edition



Oracle Database 10g Release 1 (10.1.0.2) for Microsoft Windows (32-bit)



Any ideas?
