CA has product that think is called ERWIN that runs as a PC client that I believe will work for several of the databases you listed.

Hi all,
We are currently using Oracle Designer to design and generate our database objects. Because we've begun adding other databases to our portfolio (mySQL, SqlServer and Sybase), we can't depend on Designer anymore and I don't want a separate tool to work with each of the databases. I am looking for tools that will work with all of these databases that will allow us to create ER diagrams and then generate them into the database. I've already identified two tools by looking on Google, but I wanted to see what everyone else might be using and see if there are any tools worthwhile investigating.
