Check out the dbms_system package -- it has procedures to set events, and to read them ...
Cheers,

Subject: how to determine what events are set

I think this was answered before on this list (or I heard it in a class) but I can't seem to find it. I recall there being a table that can be queried to determine which events are set in the database, for a session, etc. I can't remember what the name is, though. Anyone remember?
