These aren't all on the same scale. Some of them are full time jobs while some are minor functions. And there is a certification for Oracle Developer which covers a number of these so I wouldn't think it fair to include them in the DBA track. I would expect to see these in an announcement for Oracle Development DBA, Oracle Apps DBA, Oracle Developer, Application Server Administrator. Modifying or prepending the DBA title might make it a little clearer what the job entailed.

PL/SQL
9iAS
HTML DB
ISQLPlus
XSQL
Enterprise Manager
Designer
Forms
Reports
11i
(essentially everything Oracle)

Which I have done in the past two months and feel that it isn't all that hard to learn. I am not the expert on OEM, but feel pretty confident working with it.

If you are an Oracle DBA I hope you could handle OEM.

I see.

I find it hard to stomach that the Oracle DBA certification does not cover all these grounds but merely covers the plain database alone (including OEM, RMAN and Perf Tuning, which are part of the database).

I guess work experience is the best indicator.
