how to check fine-graned access control is on?

Can anyone tell me how to check ORACLE 9ir2 enterprise edition "fine-grained access control" is ON or not?

If NOT, how to turn it on?

On "standard edition", I can turn it ON by setup following line on init.ora:   

           event="28131 trace name context forever"

How about on "enterprise edition"?
