The number of responses I have gotten on this on and off-line indicates = it happens a lot. Niall, maybe this would be a good subject for a = thorough thrashing on paper. How to identify and fix?

IIRC: Sometimes disabling the blocking service to continue works, sometimes not. Its worth a try if you are half way through an install. Another trick that has worked for me is to rename the locked file, while its still locked. Sometimes that works, because the installer does not see it and can continue. But, both ideas are hacks and may fail.
