Michael,

How about Toad, OEM Sql Worksheet, Cognos, Crystal Reports....

There are a ton of them. Toad is great for developers, but not so great for end users. Same goes for Sql Worksheet. Cognos and Crystal are big players in the end-user environmenst - but they do not allow DML (I think).

There are a ton of tools with varying degrees of usefulness. This is one of the hardest things to suggest.

I would query the end-users to see if they are using any kind of reporting tool (maybe they are big in Access - in which case you provde them with Linked Tables to the Oracle Database). And then see if it would work for Oracle.
