Invalid objects in the sys schema - 8.1.7.4.16 Windows

I am attempting to install 8.1.7.4.16 on Windows 2000. After installing the software from the CD, I installed the 8.1.7.4 patch and the #68 security patch (8.1.7.4.16). I then built a new database with DBCA. The pl/sql scripts gave me a whole flock of errors at least half of which appear to relate to "PLS-00905: object SYS.DBMS_SYS_SQL is invalid".

Looking at SYS.DBMS_SYS_SQL it appears to be choking on a variable type definition of VARCHAR2A.

I have Oracle Tech Support working on this but they have no answer so far.

Any ideas?
