Hi,
This change came up here earlier in the year and was news to us. As far as the DBA here was concerned we had bought a perpetual license a number of years ago, for Oracle EE when partitioning was not separately charged, so Oracle could not start charging for it now for the same licenses. After initial "discussions" with the account manager the whole issue rapidly escalated upwards, but as far as I know this company never gave Oracle anymore money.
