OpenWorld, no call for papers?

I was told that Oracle did not do any sort of "call for papers" for Openworld this year. Here's a quote from an email a friend just received on this point:

I'm surprised. Translated, I think this means we're in for a lot of marketing-type presentations, which I guess is often the case anyway. Does anyone know why Oracle has changed their tack this year?
