Have a look at example on how to send email from a script using native Windows capabilities:

One "gotcha" to watch for is the fact that CDO objects natively exist on Win2K server if and only if you install and IIS and SMTP service. Doing such a thing to a database server is like doing the best you can to win on Russian roulette... (comparativley - blat.exe utility seems to me as less problematic of options)
