ORA-01031, sysdba, and Windows XP

Hey guys,  

I'm not a wintel person by any means, and I have RTFM and RTFW as well. If I'm encountering the infamous ORA-01031 while connecting as sysdba on the wintel platform - what do I have configured incorrectly, or better yet - not configured at all?  

I previously had a DB there, removed it, and the Registry settings..And now I'm unable to connect via "/ as sysdba" nor capable of connecting remotely as sysdba.    

Thanks in advance from a "wintel no nothing"
