I did not know about the documented bug. I did a test and was able to create a bitmap index, so it is in fact Enterprise edition. The history is that I was hired for this project and several of the databases already existed. It wasn't until later that I discovered that we were only licensed for Standard edition. When we contacted our account representative, he said that doing a custom install and getting Enterprise edition was fine as long as we weren't using any Enterprise features (which we are not).
