Michael, you can make them use the package, through the FGAC mechanism. Be aware, however, that it will impose a fairly large overhead to your system. Also, there is fine grained auditing, which is good for situations like yours. You can find the details in the Rampant Press book by Arup Nanda, the only complete discussion of the new FG mechanisms that I'm aware of.
