They do not need to do this to use Toad, and I agree with you - they would not get those privs in any environment of mine. Just because they bought something doesn't mean they get to use all of the functions. The TOAD user doesn't have to use schema that owns the objects in order to take advantage of the tool. We've found that TOAD is pretty safe to deploy to production environments.
