It can also be done through utl_http, invoking a CGI script with
the corresponding argument (http://intranet/cgi-bin/rudely_wake_up.pl&victim=DBA)
The CGI script would, of course, have to invoke mail. This was described
by Mr. Tom Kyte in the first edition of Oracle Expert 101.
