GBA,

  1. Install gvim for windows.
  2. Then in sql*plus: define _editor=<path to gvim>
  3. You can put the command from 2) in the glogin.sql file (%ORACLE_HOME%\sqlplus\admin\glogin.sql), so you do not have to write this every time you start sql*plus.
