I personally have no objection to have newcomers frequent this list. Any elementary question can easily be answered with a "see the manual" answer and requires little or no time.
Mladen, I hope you don't leave the list. It should be possible to post humorously without including the "try this command (that will actually screw up your database)" comments.
Jared, congratulations on maintaining a valuable resource to the Oracle community.=20

Should be welcome folks with little experience, or make it clear that they should come back when they know what they're doing?

My vote is for trying to be helpful, even to those with annoyingly simple questions. If I don't care to answer, I leave it for someone else.
