Performance of Oracle 10g and utilities on windows xp?

I just installed 10g at home on an AMD 2200 with 500 MB RAM. Its just an EIDE hard drive. I am finding that starting SQLPLUS and say the database upgrade or configuration assistant consumes 100% of my CPU. It also takes about 10-15 seconds to connect SQLPLUS to the database?

This never happened with 8 or 9. I simply created a new oracle home and installed version 10.

anyone else having problems?
