Personal opinion:

There are lots of things in the optimizer that are fixed in 10.1 - so the optimizer is more rational than the 8 and 9 optimizers.

I wouldn't migrate from 9 to 10 on that basis, though, but I would seriously consider going from 8 to 10 if I had a 'basic' system and was being pushed to upgrade.
