If you wait for a few more seconds, does the listener catch up? Maybe the listener realized that the db went down, but has not yet polled the db yet to realize that it is back up again.

Hi,

If I stop and start the oracle instance and try to login to OEM it give message like database is stopped u want to start or perform recovery... But if I just restart the listener it start working again without message. Is this known issue with OEM in 10g that if we restart the instance we need to restart the listener also?
