it depends ,
duplicate database is when you want to duplicate clone your database to same server/different server for any purpose. this is a little time consuming and normally is done when you want to either clone a database for test/dev/qa purposes. Standby database is near realtime as it uses oracle dataguard technology and is used to store a seperate copy of the database on another node normally. This database as of 9i can now be used as a reportign database and well as your dr strategy wherein you can switch to your standy incase the primary goes down. also in standby archvielogs are shipped automatically and can be applied constantly based on the parametwer you specify. oracle dataguard concepts manual 9.2 is a great place to read and learn about this.
