Sean Hull's "Karma" used to be a decent tool, Adam von Nieda's oracletool could be used for monitoring, as well as "tora". I haven't seen a new release for any of those for quite a while, and I'm inclined to believe that all of them would need some work before they can be fully relied upon. Commercial ones may be decent: BMC Patrol and Quest are the first things that come to mind. Quest usually has well written software and good products.
