Taking offline backup every month won't be a good idea as once you shutdown your db you will loose everything from the buffers like from shared_pool and db_buffers and when you startup the db all your queries will be expensive. While exporting you can use consistent=y to solve your problem. Generally, people keep database is restricted mode while taking full export to avoid other users being modifying data.
